Symptoms
On : 11.13.18.05.0 version, .Manage Compensation
When trying to use budget over allocation, i.e. Manager should be able to over allocate the budget (50%), more than available budget. But, manager is not able to give and save more budget than available budget in the worksheet and it is gives error
ERROR

The total amount allocated cannot exceed your available budget by more than 10 percent. Adjust your allocations. (CMP-1005086)
STEPS

The issue can be reproduced at will with the following steps:
1. Run Start Workforce Compensation Cycle
2. Enter increase amount
