Credit Management - Credit Case folder not created, Scoring not calculated

Steps to Reproduce:

1. All setups are in place w.r.t. Credit Management Setup
2. Customer Account updated with Order Limit - 1000
3. Create an order for the same customer with order amount exceeding 1000
4. Submit the order, it fails at credit check.
5. Expectation is that a credit case folder will be created, and scores would be calculated.
6. No Credit Case folder is created. At times when it gets created, the status remains at new and score is pending calculation.
