Need to Prevent Pick and Load Based on the Lock Code of the IBLPN at the Time of Picking (Doc ID 2473465.1)

Goal

ACTUAL BEHAVIOR
---------------
System able to allow PICK and Load even though LOCK Code is configured to prevent Pick and Load

EXPECTED BEHAVIOR
-----------------------
System should not allow Pick and Load based on the Lock Code of the IBLPN at the time of Picking.

NOTE:  If a lock cannot be used to prevent the pick and load, then a warning message may be sufficient.
This will then reduce the number of occurrences of this issue, since the user will at least be aware of the lock.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run a Wave to allocated IBLPN with Lock Code configured to Allow Pick and Load
2. Now Change the Lock Code for IBLPN to Prevent Pick and Load.
3. Then Try to execute the Task and Load.

IBLPN was able to Pick and OBLPN not acquired Lock Code

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue,

This error allows locked inventory to be picked and shipped.

The user applying the lock code has no way of knowing that the LPN has been allocated when they are applying the lock code.

This can be a potential hazard given the current lock code functionality.
