Document Type Person Security Profile Is Not Working (Doc ID 2474297.1)

Goal

Customer has a requirement to restrict all the Document Types except Performance document types for line managers. So user created a Document Type security profile and excluded all the document types except Performance document types.
He attached the profile to our custom line manager and resubmitted the data roles.
Now logged in as a manager
Clicked on MyTeam
Clicked on one of the direct Reportee
Clicked on Document of Records
Now tried add document type for the Reportee. Ideally only Performance Document Type alone should come up in list of values.
However all the Document types are available

Note: Recently had 18 B patch applied on all  instances. This was working fine before 18B patch.
