Fusion Applications - Global Payroll - HCM Extract Error "not Connect To OBI Presentation Service" (Doc ID 2476036.1)

Symptoms

On : 11.13.18.10.0 version, Global Human Resources
 
We have a blocking issue, all the HCM extracts are failing in Production after the release 18.C upgrade completed last weekend.
HCM extract is successful but when connecting to the OBI template we have the following error message:
