The Start and End Dates in a Cash Flow Curve Can't Be Started When Using a Non-English Language

When the user's preferred language is set to something other than English, the user is unable to update or save the Start Date and End Date for a CBS Code in a Cash Flow Curve.
The user should be able to update/save the dates when using an language setting.
The issue can be reproduced at will with the following steps:
- In Unifier, navigate to and Open the Cash Flow Curve.
- Set the Start Date and End Date, then click Update.
- In the pop-up Confirmation dialog box, click OK.
- Note that nothing happens.
