SQL*Developer Connection Schema Service SFTP Server Gets "Unable to connect timeout socket is not established"

Symptoms
On SQL*Developer
When attempting to connect to Schema Service with the SFTP user to upload data
the following error occurs.
Unable to connect timeout socket is not established
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.In SQL Developer create a new Connection using for Database a valid user that have been confirmed that access APEX
Enter in URL https://<SERVICE>-<DOMAIN>.db.<REGION>.oraclecloudapps.com/apex/
2.In SFTP Section enter the Service SFTP username : <USERNAME>
hostname : sftp.us1.cloud.oracle.com
The SFTP host can be found on the My Services > Overview > Exports page.
3. Click Test SFTP
