[OCI BM LBaaS] Load Balancer Removes HTTP Headers from Requests (Doc ID 2477221.1)

Symptoms

Customers have noted that the Oracle Cloud Infrastructure (OCI) Load Balancer As A Service (LBaaS)  Load Balancer (LB) strips some HTTP headers when passing traffic to backend servers.
This is encountered with non-Oracle software using special HTTP headers when connecting to servers.
This can cause software on the backend server to fail.

Changes

The issue occurs after migrating to the OCI platform from Oracle Managed Cloud Service (OMCS) platform.  The change in infrastructure necessitated a change in the load balancer used.
