[OCI BM LBaaS] Load Balancer Removes HTTP Headers from Requests (Doc ID 2477221.1)

Symptoms

The OCI Load Balancer (LB) removes the HTTP headers from requests.
The version from the HTTP header is not propagated from the LB to the Backend Set.
The Backend Server, e.g. Oracle E-Business Suite (EBS), is reachable via the LB from a browser.
The problem occurs only when the connection is attempted using a third party plugin with EBS Integration software.

Changes

The issue occurs after migrating to Bare Metal (OCI) from Oracle Managed Cloud Service (OMCS).
