Fusion Applications - Global Payroll - Unable To Reverse Terminate (Doc ID 2477525.1)

When attempting to reverse terminate, the following error occurs.

An application error occurred. See the incident log for more information.

An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 1, Server Domain: FADomain, Server Instance: UIServer, Application Name: ORA_HCM_UIAPP.
Cause The message, PAY-PAY_REG_PAYROLL_PRIMARY_FLAG , can not be accessed.
Action Report this problem to an administrator.

The issue can be reproduced at will with the following steps:
1. Manage Work Relationship
2. Add Termination Date: 01-Jan-2018
3. Noticed that employee was transferred from Retail Payroll to ABC Payroll
4. Check for Reverse terminate
5. Encountered error.
6. Tried to undo transfer or closing the Retail Payroll -> ending in error
7. Tried deleting the ABC Payroll -> ending in error

The issue has the following business impact:
Due to this issue, users cannot reverse terminate.
