Symptoms

In any Oracle cloud hosted Cloud Administration application : Any Version

When trying to Create a user or Assign Application Access in Cloud Administration the following is returned:

<date/time stamp> [UserResource] - Creating/Assigning Application Access for Users: 1
<date/time stamp> [UserResource] - Processing User(1/1): <username>
<date/time stamp> [UserResourceApi] - Assigning Application Access failed for user <username>
<date/time stamp> [UserResourceApi] - Completed Assigning Application Access <access name(s)>
<date/time stamp> [UserResource] - Created User: <username>
