UK Legislation- HMRC Retrieval Issue Completes But UCM Data Is Not Created (Doc ID 2478242.1)

Symptoms

On : 11.13.18.10.0 version, UK - United Kingdom Legislation

After running "HMRC Retrieval process" this has not created a Content ID to load even though it states that data was retrieved from the HMRC server.
 Subsequently, he load HMRC XML flow is failing.

The following error will be seen in the log file for the HMRC retrieval process

ERROR
-----------------------
"File Type : P6, UCM ID : null, Number of records = XY, Starting GOT = 1234567, end GOT =12345678"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the HMRC retrieval process
2. Process completes but no data is stored in UCM
