Symptoms

On : 11.13.18.05.0 version, Requisitions

Currently in Production the following error is presented when creating a requisition: "The requisition number n  already exists. Enter a unique requisition number."

Expected Behavior
-----------------------
Setup and Maintenance > Recruiting and Candidate Experience Management > Manage Enterprise Recruiting and Candidate Experience Information
The setting 'Requisition Number Starting Value' = The current highest # (rather than the next number)
When a requisition is created the number automatically goes up 1

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Click to create a requisition
2. Receive a message that the number already exists
