Goal

Email notifications are sent out that use the message service drivers instead of the BPM human workflow component and hence do not honor the BPM configuration described in How to Enable or Disable Workflow Email Notifications as Self Service at the Domain Level (Doc ID 2293372.1) .

For example, The BPM administrative application configuration does not control ESS jobs from sending external emails. Even if all BI Publisher jobs were updated to prevent external emails these actions can be reversed. Application configurations are not enough to prevent accidental emails to users and suppliers. Preventing external emails at the email server level, would be the most effective control so no resources would have access to change the configuration.
  
Administrators want a way to block emails being sent out of non-production instances except for few email domains. How can Oracle stop emails from leaving non-production environments, for a few domains?
