[OCI BM LBaaS] New Public Load Balancer Does Not Respond or Stops Responding, Connection Attempts Fail (Doc ID 2479014.1)

New Public Load Balancer either doesn't respond initially or stops responding after a few days.  Attempting to connect to application from client browsers fails as follows:

Internet Explorer:


Accessing the same web address on the servers directly (without going through the Load Balancer) works fine. The Load Balancer, Backend Set and Backends Health checks are all OK.
