Goal

P6 Users see no Resources in the list when Assigning (P6 Web) or Adding Resource (P6 Pro) Assignments even though Filter By is set to All Resources.

How do the Security settings for the Cloud need to be set up so Users can add Global and Project-only Resources to a Project?

If the Project Security Profile is 'Project Manager' and the Global Security Profile is 'All Except Users & Profiles' what else is required?
