Subcontractor Issues Not Visible On The Web (Doc ID 2480273.1)

Symptoms

On: Oracle Prime 18.10 version, Cloud: Field Issues

ACTUAL BEHAVIOR
---------------
Subcontractor issues not visible for user(s) on the web (Field > Issues).
Subcontractor is trying to access the issues that are assigned to him on the web (Field > Issues). User logs in using Chrome or Firefox, but no QA/QC issues are visible.
User was previously able to view issues on the web, but as of 11/12/18, user sees nothing after logging into tenant. User can see the issues on mobile.

EXPECTED BEHAVIOR
-----------------------
Users would be able to view issues on web and on mobile.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User logs in and navigates to Field > Issues
2. Select View: QA/QC Issues
3. No issues are visible
