OAC-Classic: Non IDCS Apply patch failed with "Patch Precheck failed: BI is not running" when using SAMLSSO Docker

Symptoms
This article is applicable for patch (18.3.3*) failure issue On Non Metered (No IDCS) OAC instance that has SAML docker SSO enabled.
After a successful patch pre-check process for the Patch ID: 18.3.3*, applying the patch throws the below error:
