Symptoms

This knowledge article reflects updated product names. Oracle Blockchain Platform Cloud Service (OBPCS) was formerly known as Autonomous Blockchain Cloud Service (ABCS). Please refer to "Name Change for PaaS services during Jan 2019 <Document 2493395.1>" for the full list of recently renamed PaaS services.

On OBPCS creating instance fails, the following error occurs.


The issue can be reproduced at will with the following steps:
1. Create the OBPCS instance in the cloud console.
