Customer Account Missing After Creation (Doc ID 2482501.1)

Symptoms

On : 11.13.18.05.0 version, Customer Data

Customer created a new customer account and provided all of the required attributes. The user saved and closed the customer account, but now it does not appear when we search by the customer number. When users attempt to recreate the customer account, they receive an error , queried the HZ_CUST_ACCOUNTS table for any record where ACCOUNT_NUMBER='xxxxxx' and it returned a record matching the data that was provided when the user created the account. Customer is having issue only with this account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Customers and search for Account Number xxxxxx. No records exist other than organization level. Attempt to create a new account under the organization using number 20001124698 and receive error.
