Symptoms

When attempting to Collect Planning Data, the following error occurs.

The Load Entity process started with refresh number 15005.
ORA-00001: unique constraint (FUSION.MSC_ROUTING_OPERATIONS_U2) violated

The issue can be reproduced with the following steps:
1. Navigate to Supply Chain Planning -> Plan Inputs
2. Open right task panel and select Collect Planning Data
3. Select the desired entities for Collection
4. Submit the Process
5. Navigate to the Scheduled Processes UI
6. Monitor the process completion
