Error "REQUEST_TIMEOUT" While Chaincode Deployment On Oracle Blockchain Platform Cloud Instance (Doc ID 2482708.1)

Symptoms

This knowledge article reflects updated product names. Oracle Blockchain Platform Cloud Service (OBPCS) was formerly known as Autonomous Blockchain Cloud Service (ABCS). Please refer to "Name Change for PaaS services during Jan 2019 " for the full list of recently renamed PaaS services.

When deploying chaincode on OBPCS peers/channel, it do not respond for few minutes. Later deployment of chaincode fails with below TIME_OUT error for OBPCS instances
