Symptoms
On : 11.13.18.05.0 version, Global Payroll
When attempting to compile Fast Formula, it is getting hold 'In progress' for more than an hour and after that following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Compile Fast Formula
2. Remains 'In progress' for more than an hour
3. Recreated the wallet
4. Bounced the Server
5. Recreated the formula which was compiled before
6. Remains 'In progress'
7. Logs indicating the 'Permission denied' issue.
