Direct Browser Access to the SSO URL Leads to Account Error page (Doc ID 2482883.1)

Goal

In setting up a SAML application in IDCS, when checking the federation URL directly via a web browser, that URL does not work. Is that a problem? For example:

https://idcs-<Identity Domain URL>.identity.oraclecloud.com/fed/v1/idp/sso

The above leads to the following error when tried directly in a browser:
