Insight: 'Treat Number as Percentage' Not Converting to Percent Values

Symptoms
In Insight (OBIEE), the column properties data format option Treat Numbers As Percentage is not converting values to percentages as expected.
If the original value is "1", I expect it to show "100%", instead it is showing "1%".
