Scheduled Process Stuck "Complete Sales Quota Plan" (Doc ID 2483256.1)

Symptoms

On : 11.13.18.10.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR
---------------
Scheduled process stuck "Complete Sales Quota Plan"
They have added our Sales Target in Quota Management, but from BI reports they can see that none of our sales manager and salesperson have received any Quotas after publishing it.

It has been almost 12 hours since the quota was published, but still, the quotas are not showing up.

They saw through scheduled processes, that there is a process that has been stuck for over 12 hours. See attachment "Stuck process.png"

Canceled "Complete Sales Quota Plan" (ID: 100928) because it said that the Scheduled time was "2019-01-01 12:00 AM" as you can see in the attachment.

They tried to resubmit the process again, but it has been running for some time now without any success. See attachment "New Process.png"

STEPS

The issue can be reproduced at will with the following steps:
They have added our Sales Target in Quota Management, but from BI reports they can see that none of our sales manager and salesperson have received any Quotas after publishing it.

It has been almost 12 hours since the quota was published, but still, the quotas are not showing up.

Complete Sales Quota Plan is on Wait status
