Order Header Search Screen Does Not Return Any Orders (Doc ID 2483314.1)

Symptoms

On 18C.09b, search orders from Order Header screen does not return any order records as expected.

Steps To Reproduce
==============
1. Login
2. Go to Order Headers
3. Click blind query to return all orders, orders are fetched as expected...... note down any Order Number
4. Click search icon, enter Order Number from step 3 > Click search.  No data is returned
5. Cancel and give a blank search for orders to display.  No orders are fetched; get a blank screen.
