Symptoms
On Resource Listing page and searching for resources with upper ASCII characters no results show up, and the upper ascii characters inputted in the Search Bar are transformed to non-alphanumeric ASCII characters.
STEPS

The issue can be reproduced at will with the following steps:
- Enter Last or Last Name into search bar, e.g., "Charón"
- Select search arrow >>
- Result: No data found and search string text transformed to "Char①n"
