When Creating an Item the Item Class LOV is Empty (Doc ID 2484211.1)

On :  11.13.18.05.0 version, Common Setups

ACTUAL BEHAVIOR  
---------------
When creating an item, the Item Class LOV is empty.  The Root Item class is active, but is not select-able/visible on create item pop-up page.  Item Org is available to select.  Product Manager and Product Steward security is applied, as well as data access.

EXPECTED BEHAVIOR
-----------------------
When creating an item, the Root Item class is seen in the Item Class LOV.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to PIM > Create Item > enter org > # of Items: 1 > Item Class LOV : [empty, Root Item Class is not listed]
