Goal

When user have an item with no on-hand,means no average cost and user makes a miscellaneous transaction, such as an account alias transaction

Will the transaction cost will have no cost? and all consumtion for that item will have no cost?
If so, it shoud be mandatory to make that transaction with a cost?
