New HDL ParticipantEnrollment Not Working As Expected (Doc ID 2484861.1)

Goal

On : 11.13.18.10.0 version, Data Load

ParticipantEnrollment HDL is only working for already STARTED Life Events.

However the spreadsheet - Benefits Enrollment does the whole process as below 

1. Initiates the Life Event
2. Evaluates the Life Event
3. Does enrollments on started life events (This is where the HDL starts)
4. Closes the Life Event (if specified) (HDL will handle this as well.
