Symptoms

On : 11.13.18.10.0 version, Manage Expenses-Approve Expense Report

ACTUAL BEHAVIOR
---------------

For two users the Expense Report Approval emails do not have the approve / reject options.

The email instead has the following text:

"The task details is not available at this time. Login to Workspace Application to view the details.”

EXPECTED BEHAVIOR
-----------------------
Approval emails should have approve/reject options enabled for all users.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion Applications / Expenses
2. Create a new expense report and submit
3. Email for approval is sent to the approver

-> The email does not have the approve / reject options, instead it shows message:

"The task details is not available at this time. Login to Workspace Application to view the details.”

The approver can approve the expense report via the UI.
