Symptoms

ACTUAL BEHAVIOR
---------------
All Requesters are unable to see/search for all items when creating a requisition.

EXPECTED BEHAVIOR
-----------------------
Item should be visible/searchable in Self Service Procurement Shop

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a requisition
2. Enter beginning of Item
3. No Results
