Symptoms

Using IDCS:

While testing the user population across our instances by doing data load and after onboarded 580k users, got the notification below:
Warning: The Quota Limit for User(s) has been exceeded

the following error occurs.


STEPS

The issue can be reproduced at will with the following steps:
1. Login to IDCS
2. Start loading the users
3. After onboarded 580k users, got the notification below:
Warning: The Quota Limit for User(s) has been exceeded

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot load users.
