ACTUAL BEHAVIOR
---------------
Email not sent for PENDING_APPROVAL to SUBMITTED
An order is created with status PENDING_APPROVAL.
An offline process updates the order at some point and moves the order to SUBMITTED.
When the order moves to submitted we expect the emails Order_Approved or Order_submitted to be fired. They are not.
