OCI-C - After Restarting DBCS Service The DB And Listener Are Not Coming Up Automatically (Doc ID 2486968.1)

Symptoms

After restarting the dbaas service from console the database and listener do not come up automatically. We need to start them manually.
The dbsetup log shows like in example below:
