Symptoms

ACTUAL BEHAVIOR
---------------
Valid Grade Not Defaulting During Assignment Change

We verified that PER_DEFAULT_GRADE_FROM_JOB_POSITION was enabled via Setup and Maintenance > Search for and select Manage Administrator Profile Values > Search for Code: PER_DEFAULT_GRADE_FROM_JOB_POSITION > verify it is enabled

However when HR Performs an assignment change the Grade does not automatically default when the new job title is selected.
Further we found that multiple grade values appear in the grade list of values even though there is only one valid grade.

EXPECTED BEHAVIOR
-----------------------
Only one valid grade should be in the drop-down LOV, and it should default when the new job title is selected

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

PER_DEFAULT_GRADE_FROM_JOB_POSITION is enabled but Grades are not being defaulted when HR Specialist makes assignment update.
Setup and Maintenance > Search for and select Manage Administrator Profile Values > Search for Code: PER_DEFAULT_GRADE_FROM_JOB_POSITION > verify it is enabled: Site = Y

HR Specialist performing assignment change. Note that the grade did not default it remained at the previous grade. When HR Specialist clicks the grade dropdown two grades show up in LOV even though only one valid grade exists:
 NonExempt027
 NonExempt028

Person Management > search for and select person 15487 > edit update 10/26/2018 ‘Assignment Change’ > select new job title ‘ Youth Care Professional I’ > Grade does not default:

Via workforce structures > job > search for and select Youth Care Professional I > verify only one valid grade exists:
NonExempt028 GH028 Common Set
