ACTUAL BEHAVIOR

Change Statement for Eligible Worker Showing Blank
When we generate a compensation change statement for a single employee, the file downloads as a blank document. When we "Generate statements for directs" to generate change statements for all of their managers' direct reports, the employees compensation change statement is no longer blank and populates correctly.
EXPECTED BEHAVIOR

User should be able to generate the statement via Act as Proxy and click Icon for employee and have data show on the output.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Compensation > Act as proxy
2. Select plan
3. Click on Change statement icon
4. Click on single PDF icon for employee
5. Statement generates, but with no data.
6. Click on Generate Statements for Directs
7. Statements generate for employees and data showing on output
