Symptoms

On : 11.12.1.0.0 version, Manage Benefits

When attempting to reprocess OE 2019 the following error occurs.

ERROR
-----------------------
The participation evaluation process did not detect a primary assignment for the person. (BEN-990229)
This error occurred in the package ben_enrollment.multi_rows_validation. Ensure that the human resources assignment records exist for the processed person {PERSON_FULL_NAME} on the date you are attempting to run the process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Navigator > Benefits Administration > Enrollment > Query Employee # > Process Open Enrollment
Effective Date 1/1/19
Process Open Enrollment
Benefits Relationship : DFLT
Life Event Occurred Date: 1/1/19
