Goal

Synchronize Grade Rates process is updating salaries, but also update salaries for Ineligible employees who had assignment statuses not eligible.

The rate updates should be restricted based on Eligibility as its the case with Grade step progression.
It should be flexible based on Eligibility of the Employees And if no Eligibility is defined then by default update the Active assignments(current).
