Can Order Promising Create a Second Level of Supply Using a Back to Back (B2B) Flow ?

Examples of this Business Requirement are:

Example 1 :-

Items are sourced from Warehouse A where a local sourcing rule has been defined to transfer the item from warehouse B. Warehouse B does not have On Hand stock and the item is manufactured.

Example 2 :-

Items are sourced for a Model item from warehouse A which is a manufacturing plant, the Model item has few components which are not available in stock and they need to be procured from a supplier.
