IDCS - Unable To Update Username Or Delete The User In IDCS Which Is Linked To Fusion Application (Doc ID 2488603.1)

Symptoms

ACTUAL BEHAVIOR
---------------
User deletion / un-linking to application in IDCS Only

Unable to update username or delete the user in IDCS which is linked to Fusion Application

There was a change done in username in Fusion applications and the username is synced up
but the change can't be done in IDCS as userName is greyed out.

On trying to delete the user get the message to remove - Fusion application access.
When we do that, it says that we don't have delete option enabled.

On enabling the delete option in fusion application setup,under- Provisioning tab
and then on deleting the IDCS user, it also delete user in Fusion Applications.


EXPECTED BEHAVIOR
-----------------------

The ask is to :

allow the renaming of userName of the user in IDCS
                 OR
Give option to remove application linked to IDCS .


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to delete a user with FA application access in IDCS, without deleting the linked identity in FA
