Tax Codes Only Reflecting Only On An Expense Type

On : 188.8.131.52.0 version, Manage Expenses
Tax codes only reflecting on Client Entertainment expense type
In Manage tax fields task, I select Tax Classification Code as "Required". When I create expense report, only when I Choose expense type as "Client Entertainment" can Tax Classification Code appears.
It is very wired because I checked expense template, the expense type of Client Entertainment has nothing different with other types.
I didn't choose Tax Classification Code on Client Entertainment type. Please see that even if I add specific country in Manage tax fields, the situation still not change.
Please help to advise?
