On : 11.13.18.10.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Party number generation is not unique across Dev & Test environments

EXPECTED BEHAVIOR
-----------------------
Party number should be the unique across the instance

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a customer
2. Query the hz_parties and verify the party_number
3. Party number is automatically generated
4. Import parties with party numbers -> existing records are being updated and corrupted

BUSINESS IMPACT
-----------------------
This issue impacted data as it got corrupted due to party numbers were used in the import and different records were updated incorrectly
