Court Order Balance Initialization

Which balances and balance dimmensions need to be initialized for court orders during data migration. The guidance in the UK Court Order White paper suggests that only the '%Arrears' balances need to be initialized, but it is unclear how this would result in correct processing as the amount already paid would not be known.
The UK Balance Initialization White Paper confused things further by stating that only Tax Year to Date balances need migrating 'All other Court Order values associated with this order should also be initialized with dimensions and context values for balances Tax Year to Date.' Again, it is not clear how this would lead to correct processing if the total value paid is not initialized.

Please could the balances and dimensions be confirmed and the documentation corrected with clear guidance.
