Signature in checkout should be mandatory

The business need is to have Signature mandatory, specifically for some users, as they have auditing process in place where the managers randomly verifies whether the signature was captured on the appointment or not.
This is to validate that Rep was actually went to the store and talked to the concerned person (store manager etc) and also captured the signature from him/her.
Since other users don’t necessarily want to capture the signature, so system should provide the provision to enforce the signature for specific countries.
