How do we get access to the Workspace Search?

Application is R13

Steps to reproduce error:
Navigator > Setup & Maintenance
Search & execute task: Configure Workspace Search
Click Setup > Advanced
On the Account object, locate a custom field
Select the "Include in Object Reference" checkbox
Click Save
System returns message stating that the Publish button must be selected before the changes take effect
Click Publish
Click Monitor on the left-hand side of the screen
Select the Publish tab
Refresh status until process completes
Process completes with Job Status: Error
Click the hyperlinked Error status
System returns error message:
ERROR:Elastic search has not been enabled
