Symptoms
The following error is encountered when creating declaration from shipment(s) which have 2 shipment lines with same HTS Number:
The error is experienced when selecting 2 Shipments from the Workbench which have 2 shipment lines with same HTS#
Try to combine by entering the relevant information for Declaration then click the create action. The process ends with the following
