Symptoms

Unassigning Shipment Lines from a shipment fails with an error:

You cannot unassign this shipment line because the shipment is planned, confirmed, or closed.

A shipment has been created for the shipment line where:

1. Shipment is Open.
2. Shipment Line Status is Staged.
3. Shipment Shows that the Planned Check Box is checked.
