HRHD Accessing SR Category result in Remote Region error (Doc ID 2491305.1)

When the customer tries to access a Category from "Manage HR Help Desk Service Categories for Business Unit" by double clicking the Category Name, they get the error below.

Unable to retrieve content. Additional information for "Remote Region error #26."
An error occurred while invoking task Manage HR Help Desk Service Categories for Business Unit. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk.

They are using the user HCM_IMPL (implementation user account) when they get the error and they get this error for all categories.
