Unable to add Payroll for employees in Manage Payroll Relationship (Doc ID 2491860.1)

On : 11.13.18.10.0 version, Global Payroll


ACTUAL BEHAVIOR
---------------
When attempting to assign a payroll to an employee, there are no options in Manage Payroll Relationships page.
The user who is trying to assign payrolls has Payroll Manager View all data role and all the payrolls were added in the security profile

Customer is able to add Payroll using HDL

EXPECTED BEHAVIOR
-----------------------
To be able to add a payroll from UI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Manage Payroll relationship
2. Click on Assignment.
(Under Payroll Employment Tree -> Payroll Relationship )
3. There is no option to add Payroll
